West Midlands Trains has an exciting opportunity for a Property Manager (Depots and Contracts) to join our team based in Tyseley. The purpose of this role is to manage property and facilities maintenance activities at designated property locations within the West Midlands Trains franchise agreement where West Midlands Trains are responsible for the upkeep of the accommodation and services.
Key accountabilities:
- Ensure that defects are promptly, safely and cost effectively resolved and that planned maintenance programmes are undertaken to meet legal and contractual obligations.
- Manage landlord maintenance issues to best meet West Midlands Trains interests, identify and develop future work programmes and ensure remedial actions are completed.
- Manage multiple property contracts including track maintenance, vegetation control, carriage wash plant maintenance, CET maintenance and Legionella.
- Lead and motivate external contractors to carry out enhancement, maintenance and repair of Depot facilities including land, buildings, equipment and track infrastructure whilst ensuring all statutory, Railway Group Standards and Health and Safety legislation is met.
- Direct and support staff and contractors to contribute to effectiveness of AMS continual improvement.
- Responsible for a designated annual facilities budget for the relevant area of responsibility and ensure that all contracts for brought in services are delivered to time and budget.
- Project manage minor works and act as the key interface with network rail as the client representative for network rail planned and reactive maintenance activity.
- Ensure the minimum loss of production at the Depots through effective planning, management and communication of the works to the Depot management team.
- Utilise the CAFM system to ensure the facilities are managed effectively.
- Produce a suitable suite of KPI's to track performance across all contracts.
- Ensure full compliance with the legal and contractual conditions that govern West Midlands Trains occupation of Depots and train stabling facilities.
- Work with the Property Co-ordinator to maintain up to date and auditable records of all planned and reactive maintenance both in house and external.
- Provide technical support and advice to ensure cost effective and appropriate work is carried out that is consistent with service delivery objectives.
- Ensure equipment and infrastructure that maintains site security is maintained and operational, including perimeter fencing, CCTV, access gates etc.
- Any other duties commensurate with the grade and post and as required.
Person Specification:
- Experience of facilities or maintenance management working within a building and plant management environment
- Minimum of IOSH Managing Safely or equivalent qualification
- Qualified to HNC/HND or equivalent in a building maintenance or engineering related discipline
- Organised with broad technical and issue management knowledge
- Attention to detail
- Leadership skills
- Ability to motivate others
- Negotiation skills
- Communication skills
- Able to interpret complex legal documentation
- Prepared to do “on call” duties
